1st looks like a cream legbar rooster from the part of him visible. Do you have a picture of his full body?

First is def a cockerel, second is 50/50. I had pullets look like that that young as well but I guarantee you they’re laying eggs now lol. They look like Delawares

Without knowing the breed, you can't be sure based on comb yet. And even if you did know the breed, sometimes you still can't be sure. I've had pullets that I swore were cockerals at that age (with combs much bigger than yours has). Don't make any hasty decisions yet.
