Is it common for a Rooster to start mating at only 11 weeks old?

I have a Rooster that is already mounting at 11 weeks old. Is this common? I thought it was closer to 4 months.

Also, we have another chicken of the same age that we aren't sure if it is a hen or roo and he mounted him/her as well. Could that be a sign she is in fact a she?

Not common but does happen. I've had 8 week old cockerels try mounting hens. Doesn't really indicate the gender of the bird mounted though. Hormone fueled cockerels will mount anything they can catch.

....and mounting is not always about mating/sex, it's also a dominance behavior.
