Is it illegal to sale chickens without being NPIP certified?

Generally speaking, NPIP certification (or an equivalent) is required only when crossing State lines.

Intrastate, your ability to sell chickens is largely dependent on the number being sold -plenty of people, in plenty of States, sell plenty of chickens - individually or in small quantity, without NPIP certification, and w/o running afoul of "the Law".
 
I've sold plenty of chickens in my State without being certified. There's what we call chicken swaps (they're full of diseases) and obviously, nobody is certified. I prefer to sell on Craigslist. You can check out my article on how to post on there here if you're interested. :)
 
The chickens are full of diseases? I would prefer to sell chicks without diseases. Thanks so much for the reply and link! That'll definitely be helpful if I decide to use Craigslist. I'm thinking about sitting up a Facebook page or using both.

I got free pullets at an animal Swap a few years ago, didn't quarantine(Didn't have a place), never had an issue with Disease from them. Probably just lucky.

That's great! Sounds like I should steer clear of chicken swaps...

Not necessarily, but you can quarantine to be sure they're healthy. Watch for symptoms of a potential disease. They're a good way too get rid of extra birds.

But it's up to you.
 
I'd just be worried about what to do with them if they are sick. True, true. Might be better off just giving extra birds away.
With the swaps, don't touch anybody else's birds, and don't let them touch yours unless they're buying. Plus, don't bring home anybody's birds either. For extra sanitary, keep a tray in the bottom of the cage so your birds can't touch the ground. Only you handle your birds until they're sold. ;)
