I realize this is an old thread but I will post to update if someone finds this. some areas allow hens or any chickens but refuse to allow butchering, Bloomington Indiana allowed 5 hens with certain conditions and a permit, but refused the first few years to allow butchering, now they allow it with some restrictions, it boiled down to if I remember something to the effect you had to prevent your neighbors from seeing you, or at least seeing the act. I figure they didn't want someone getting grossed if they witnessed it and whining about it.....
