Is it me or is this just plain rude?

Well...I think you hit the nail on the head when you mentioned that you didn't really care about the bday party anyhow, that it was really more about having to be guilted by your mother about you not making your son go.
Would you have expected him to go if you had received 2 weeks notice??? If so, then quit stressing over it - just tell your Mom that you didn't have enough notice for the party - period, end of story.

I'd stay home and not even bother. Yes, it's very rude! My cousins wife invites everyone, but my family to her son's birthday parties. Even my brother and his family are invited. She doesn't like mr because I have a wonderful husband who adores me and my children. She's told me in the past she is very jealous of me. I don't understand why my hubby would make someone hate me??? I would rather stay home anyways, she's a bit crazy.
