Is it normal for her to look like this??

Both are pullets beyond a doubt.

Both are absolutely hens. At 24 weeks, there would be a night and day difference between genders, not just a comb size difference.

Chickens are just as much individuals as any other animal. Some individuals have larger combs, some have smaller, some have a spot on one foot, some have bigger earlobes than the next hen, etc. Its very possible that your second hen will always have a more impressive comb than the first. It is also just as likely that she is growing a bit faster than her sister, and therefore her comb is showing her laying condition.

aoxa -- temperment....we call these 2 girls the roadrunners. The see me coming and run fast away. I expect to hear mee-mee (or however you spell the roadrunner sound!) They are clearly at the bottom of the pecking order and not my friendliest girls. I still love them! Maybe they will become friendlier after they start laying!
 
The second hen might not be laying just yet, but she should be very close. If there are any hiding spots I would check those in case she is being sneaky, especially if she is at the bottom of the pecking order. My leghorn is not laying at this moment, but my production black is and she lays the same color egg.

lol. At least i have a few in my flock that like me! Here is my favorite! She will follow me everywhere!

That girl with the big comb is definitely closer to laying. You should check to see how much space is between her pubic bones (just behind her keel). If you can fit just one finger, she's not laying yet. If it is more like one and a half, she will be laying soon. If its more like two or more, she is laying. Someone could be eating those eggs. Do you have a dark, private spot for them to lay?
