Is it normal for her to look like this??

Both hens, they're just maturing differently. You should be getting eggs soon from that larger combed one, they lay nice white eggs.
 
Don't leghorns normally have huge combs? Maybe the first one is underdeveloped and not the other way around?

They are both girls. I think the second one is prettier <3 I just love her look! How is this breed for temperament? I've heard leghorns are very flighty.

Also, she does look ready to start laying. Has she squatted for you yet?
 
I have WL and 2 of the 6 grew huge combs that flopped over and within 2 days they laid their first egg. The 3rd to start laying, her comb was about the size as the one pictured 1st in your post. They are all getting big now and 3 out of the 6 are flopped over! It took them about 4 weeks to have nice size eggs, but the pullet eggs were still very yummy, just tiny

Both girls!! Leghorns generally develope huge combs that flop over. Brown Leghorns are some of my favorite chickens. The roosters are GORGEOUS!! And the hens are pretty and graceful.
