Is it normal if ducks haven't started pipping at 28 days?

Hey., I found it useful to take three or four squares of toilet paper fold them all together to make a small square. Then dip the toilet paper square into water. Allow it to fully absorb water. I use regular cool water from the tap. I slightly pinch it to remove excess water so it is not dripping. Then lay the saturated toilet paper on the inside of the incubator wall. I found this helps to get through the entire night and maintain a decent humidity level,.of course it eventually dries out and you will have to re soak the toiletpaper. I am currently using a Janoel 12 and this is what I have found useful.
