Is it pasty butt? What do I do!?

My little polish chick has had poop stuck to her. It's like it cakes on to her and I don't know what to do?! I am giving her warm water butt baths and using a damp paper towel to clear it off, but it looks like her vent is swollen and kind of sticking out?! Is that normal?

What can I do for her??

Please help :/

I use vinegar on a soft cloth to clear it but sometimes it requires pulling it off.
Make sure they're not too hot.
