IS it possible at 21 weeks to have a roo and not know?

I have a 21 week GLW who all of a sudden has a "hooked" tail- is it possible for this girl to be a roo at this late stage and me not know it? Her/his wattles are very small still and pink- no red- whereas her sister- same age SLW has fully red wattles and comb and very girly. No crowing from anyone- but no laying either





Here is a photo of her/him behind the SLW and the EE's you can see the hooked tail beginning- also her neck feathers are extremely glossy all of a sudden and the lacing around the gold is iridescent green?

You likely would know by this age but can you post a clear, full body close up including the head? From that pic it looks like a pullet. I have a few hens with tails like that.

Here is another shot of her- she is very active so hard to get- but she also ended up with a single comb- not a rose comb which I learned happens sometimes with hatchery birds.
