Is it possible to get tail feathers already?

My two pekin ducklings are 3 weeks old. They have this odd patch of fluff growing in. Could they both be males? I thought it was too early to tell.

Your picture is a little blurry but I believe you circled the oil gland. All ducks have that.

When my Cayugas started getting their tail/wing feathers they almost looked like zombie ducks. You'll see the empty quill emerge first then a bit later the feather proteins. I don't have a pic with me but I took lots during that phase because the appearance was so odd.

The oil gland sort of looks like a bloated tick.
