is it possible to see ear lobe colour on a 3 week old chick?

Side by side brown leghorn chicks look darker brown and welsummers look lighter with a bit more distinct patterning.
 
I agree. That's not a welsummer chick.

Huh. When I got her, they didn't have partidge rocks (at the local farmers co-op). Her head was a little darker than the other welsummers that I got, but I was hoping that meant she was a cockrel. Here she is the day I got her (the one on the very bottom with the chipmunk back and dark head)

Her being a partidge rock would explain why she's so dark and not a roo!
