Can hatching eggs or chicks be sent to Los Angeles?
I looked at this image but it was posted in December, what does quarantine zone mean?
Can they only not be shipped from outside California or are Cali to Cali shipments banned too?
Is this only for big hatcheries or for anyone trying to ship eggs?
Can hatching eggs even catch the Newcastle disease?
Will the ban be lifted?

No, You can’t ship to Los Angeles. It is part of the Quarantine zone and the quarantine has not been lifted yet.

The quarantine is lifted about 4 months after the last case found, it has now been 1 month and 10 days since the last case in California. The green on the chart that you found represents the No Ship zone. Eggs, chicks, and chickens would have to be flown in from LAX to get to those places. The zones in yellow are IN Quarantine meaning that No avian species are allowed to reside there. Any poultry currently in the quarantine zone have either been euthanized or will be euthanized forcefully.
