Is my 4 week old barred rock a rooster?

Sounds like this is AN OEG Bantum/Barred Rock mix. I can telly you that even tho my OEG Banties are tiny, they are the quickest to show the roos. At 3-4 weeks my roos were sprouting huge combs that were turning pink already. My pullets' heads were bare. My BR roo also has a huge comb & waddles at about 3-4 months old. Pretty sure he's a roo cuz he's starting to get sickle feathers in his tail. He also had a good sized comb already when I got him a month ago. My little BR pullet, not even a hint of emerging comb yet at 4 weeks old. Not saying this will hold true for your little mix, but those 2 breeds do tend to show their rooishness early from my experience.
 
Oh boy. Okay "Chillin with my Peeps". Now I need to think about this because both have a comb and were hatched a day apart by my cochin who sat on the eggs. One's comb is definitely a lot more pink than the others who's comb is still yellow. Ugh. This is why I ask myself why I have mixed breeds in my hen house!

1 day apart doesn't really make a difference. A week or 2...yes, big difference. If 1 definitely has a bigger & darker comb already it's a fairly good assumption it's a male. If you have to look super close cuz you can barely tell them apart then you either have 2 the same or they just aren't old enuf to tell yet. If you still can't tell give them a couple more weeks. It will become obvious enuf pretty soon.
