Is my bantam....a cockerel?

It’s definitely 100%. I do admit you bought strait run you shouldn’t be overly surprised that you got a cockerel or two (not that I can see a second one). He is very handsome, and once you clean up their brooder and his toes he will also be very healthy :)

I'd totally keep him! But they are not allowed in my neighborhood and I don't want to get in trouble. I already have 13 chickens and I don't know if that would get me in trouble, so I'd rather not draw attention to all of my chickens. :(

Yeah. There is threads on here somewhere of trying to change things in one's neighborhood. Maybe you ought to find out if you can change things. :)
