Is my Bantam RIR a HE or a SHE?

I acquired this bantam RIR about 3 months ago. I was told "she" was hatched last year. By looking at this picture can anyone tell the gender? She looks just like the other one that I have that is for sure a rooster, except a little smaller. "She" doesn't lay eggs. Also, "she" doesn't' crow and has half inch long nubs for spurs that are not boney or pointy. My Golden Comet pullets only have a small bump for spurs. If this picture doesn't provide enough detail I'll try to get a profile photo.

 
Both have the same feather pattern around the neck and saddle. The rooster doesn't try to mate with this one either. Thanks for the comments. Is there such a thing as an underdeveloped rooster that doesn't have all the male characteristics?
