Is my black hen actually a rooster?

I adopted these two "gals" and was assured they were hens. The black one has gotten quite loud and I don't think I've once seen her in the nesting boxes. We have had "her" for about 6 months. Does anyone think she's a rooster? We are not allowed to keep roosters due to noise. Our houses are very close together. Would break my heart to let him or her go!

Do you hear anything that might resemble an attempt to crow? Maybe a gargling sound?

We need photos of the tail, the saddle feathers and the back of the neck feathers. Look deep into the tail and see if there are any curving sickle feathers emerging.
 
It's possible she is a hen that is taking the role of rooster. Sometimes, when a rooster is not present, one hen will take that role. They will be dominant, grow a larger comb, waddles and spurs, stop laying, and "crow". You may have to send her somewhere with a rooster for a bit to drop the hormones.
