Is my chick dying or just cold?

She won't drink or open her eyes.

I still think it is too hot.
I just have one spot that is about 90F, perhaps as high as 95F for just a couple chicks but they still need a cool space available.
Did you hatch the chicks or buy them?
If you bought them as day olds, they are older than 2 days.
They ship when a day old, 2 days in transit and then the time before you purchased them and then you've had them 2 days. That puts them closer to 5 days or more. 98 is way too hot for them, especially if the whole brooder is that temp.

I dipped her beak in water and she drank a little. Now she keep opening her beak like she has something stuck in her throat. Could she have a large piece of food stuck in her throat?

Sorry to say but I don't think that chick will make it.
Not opening eyes and laying down is a bad sign.
That brooder is way too small for 98F.

Poor little lamb. Do you have any Nutri-Drench or Save-A-Chick? Have you dipped her beak in water to show her how to drink? Shipped chicks are stressed easily and she probably just needs some TLC. There is a saying in medicine when it comes to possible hypothermia, "you aren't dead until you're warm and dead." Meaning, hypothermia can mimic death and this is very true with chicks.
ETA: I just read the rest of the thread. Poor little one. That breathing thing you are describing...is she still with us?

The whole brooder is not 98 I just set the heat may to 98. I might try to give her some Nutri-Drench but how would I give it to her?

Give it to her with a dropper, put a drop on the end of her beak and she should be stimulated to drink it if it runs into her mouth, or you can try droppering some directly into her mouth but be careful as she could aspirate if it goes down wrong. If she swallowed that water okay she should be able to take the NutriDrench.
