Looks like a cockerel. Also, it's not a Rhode Island Red.

At first glance I would have said female but after looking closer at saddle and hackles I think the others are right and it is a ROOSTER!

See the pic of my two roos, they have pointed feathers around neck (hackles). I had to ask as well because I'm a newbie. Don't be shy to ask, you'll get a lot of info here at BYC!!
