Is my chicken deformed or is this a breed characteristic?

This chicken is almost 24 weeks old. I dont know her breed because she was a chick hatched in a school classroom and given to me, but apparently all chicks they hatch are full breeds. Her comb and wattles are pale and small. Her tail faces downward and she has feathered feet. At first I thought she was "rumpless" but now it seems her tail faces the wrong direction? Is this a thing or is she messed up? The other 3 hens her age are laying small eggs already but according to her comb, she's not. Please let me know if you have any idea! Thank you!

She looks fine to me, honestly, simply a mixed breed. :)

Just give her some extra time to lay, and I'm sure she'll eventually surprise you one of these days. :D One way to check progress is by feeling a pullet's pelvic bones. If you can fit two or more fingers between them, your girl is at point of lay; if only one can be fit in that space, she's still got a little ways to go.
