No movement are you sure? Sometimes they will completely stop because they are resting. Try to take him out and see if you can hear him at all. If it's a real faint sound. Will start surgery on him. If he's pretty loud. Will let him finish.

Put the hole to your ear and tap on the shell listen for any peeping noise.

Ok let's try and open him. Pics would be great so we can figure out what happen and correct the problem so that it doesn't affect the others.

Start with his hole and peak off just a little bit of shell. There's going to be two membranes one that you see that you said looks dry and another one that is covering him. Gently remove. Some of the membrane that you see there. Don't peal the entire shell and membrane just enough to see a beak. Once that is done work at the air cell end.

Breathing is good. Remember he's going to be your last one out. He'll need more time then those other two. The peeping noise is going to be a very small peeping Let's keep him in there a little longer see if we can get some progress going.
