Is my he actually a she?

Hey everyone! This is Reese. I was certain we had a rooster on our hands. The comb developed quickly and was very red. He/she was a very bossy little one and was developing quickly just in general. But now... everything’s just kind of stopped. Color has subsided and we haven’t seen any hackle or saddle feathers coming in. Is he actually a pullet I just want a second opinion

Yes how old? My girls are 8 weeks and look like her. Hardly any wattles development, small pale combs.
