They sure can! Actually a budgie (parakeet) holds the world record for the largest known vocabulary!!

"A budgerigar named Puck holds the world record for the largest vocabulary of any bird, at 1,728 words. Puck, a male budgerigar owned by American Camille Jordan, died in 1994, with the record first appearing in the 1995 edition of Guinness World Records."

I've had two very tame females talk excessively as well. And a male who never learned. I think it just depends on the birds and how tuned in they are, or individual personality. The current female "Birkeeta" says "Come -ere - kitty" "Hi bird, birdy birdy birdy" "Cute Bird" "Downstairs" "Chick chick chikc", and rearranges the words to make new phrases too, like "Com'ere cute kitty" and "chick-ere" She also makes the sound of the back door opening whenever you open anything, cabinets, drawers, bathroom door, etc. We leave NPR on for her, and she started saying non-words and jibberish probably from listening to the radio.

So girls can talk too!!
