Those are way older chickens . The chicken in question is very young and still has more growing to do. You can’t just pick a picture off the internet and make a judgement that she will never mature .

You can when the bird in question has finished nearly all her growing

She's young as far as lifespans go but I think RIRs are typically done growing by about 5 months.

Pretty sure Jersey Giants and maybe English style Orpingtons are the only ones that take more than a year to finish growing
