Silkies are hard to sex, so you won’t know 100% until they lay or crow (this statement mostly goes for the second one). Everyone here is making a guess basing of what they see. Everyone has different opinions when it comes to how to sex a Silkie. As much as the second one does have small/starting streamers that doesn’t necessarily mean that the second one is definitely a rooster. As some people have pointed out it’s comb and wattles are small which can be a sign it’s a pullet. But again you won’t know 100% until they lay or crow.

I had a hen like that too:

She‘d dump her head in water to get the feathers out of her eyes. She was the cutest thing.
