Is she broody? Should I move her?

I have a drama queen who refuses to leave the nest box, she hogs it and tries to reach down and put other hens eggs under her. Since it's an incline they sometimes crack a little from her trying to pull them up.
I placed some nesting material in one of the not so popular nest boxes with about 4 eggs, but she went back to the empty nest box.
Is she starting to geo broody? What can I do to give her a different space to try to use as best?

Do you have a rooster?
 
If you have a rooster, and if you want her to hatch eggs, sounds like you will definitely have to move her or all or most of the eggs will end up broken.
 
She may or may not be broody/thinking of brooding - Is she actually staying on the nest day and night? Does she puff up, flatten down, make tik-tik-tik sounds? Is she missing feathers on her belly?
