There spurs do not indicate gender, as hens can grow them too.... But, this is a cockerel so yes, he could be growing them early I suppose.

How do u determine cockerel?

What was stated above. The comb and wattles are huge for the age, no pullet would have that size comb and wattles at this age.
Also he's growing his male specific saddle feathers, see below.
