Is something wrong with my chick?

I recently hatched out eleven light sussex chicks (two weeks ago). After all had dried off, I moved them to the incubator. I noticed that one appeared to have not completely dried around his/her neck, but shrugged it off. However, it has looked the same way ever since, not ever appearing to have "dried". I took a closer look yesterday, and then again today. he appears to be losing feathers - or, in this case, down, I guess. Today looks a good bit worse than yesterday. None of the other chicks are experiencing this. They are in a three-feet by four-feet cardboard box, with a heat lamp at about 80, with pine shavings, and are on non-medicated food. No treatment has been administered as he/she seems as happy as the others. Should I be concerned, or is this entirely normal, and just part of the process of growing in feathers? I have not seen this in any other my chicks (have raised about 40), but... who knows? He is starting to look part turken.
