Is there a breed or rooster that is generally more quiet?

Hey Guys!

So DH and I are putting up a fence this week, to give ourselves a little yard of our own, We manage a self Storage and live onsite, but we have a pretty good size yard, just needed a fence. My city code says I can have Chickens and Roosters, but it also says the noise cannot be a nuisance, so I was wondering if there is a breed of rooster that is generally more laid back and less loud. Yes I know there is no such thing as a quite rooster, I was just curious if certain breeds tend to be more quiet than others. I really don't see a problem arising, as we live next door to the ambulance dispatch, so sirens are frequent, plus the closest houses are a good block away, we mostly have businesses around us, oh and we also live in a small country town, I just would rather be safe than sorry. I can do only hens, but I would really like maybe 3 hens and a rooster.

Any Ideas?

Bantam chockens are generally more quiet since they're smaller, i have 5 bantam cochin frizzles and they don't make nearly as much noise as my cookoo maran. But if you want to hatch eggs with a standard size hen you'll need a standard size rooster.
 
Yah, I may have to do bantams, I was hoping to have some BLRW's but I think Bantams may be a better choice right now. Only thing is that the winters get cold around here, we had -16 a couple of months ago, although that is normal, but single digits are, are bantams as cold hearty as LF?
 
as much as i would love to have a rooster, i do not dare, but i might consider it if it only cock a doodled doo, only at down, but i do not think i would be lucky for that only
 
We have two brahma roosters and they do not crow much. When they do it's a low, deep crow around 5-6am. We used to have a white leghorn and he would go throughout the day, squeeky and high pitched.
 
You could try bantam BLRWs.

I am not sure how loud the roos are, but the louder bantams seem to be the smaller bodied ones like OEGBs, Sebrights, d'Uccles, etc.
