Doesn't look like angel wing to me, just looks like the little guy is developing his feathers earlier than the female.

Awwww....Looks like you have a frizzle on your hands

They look very funny while trying to feather, but will be beautiful when grown....instead of feathers laying "flat" they feather turn up...like curly hair so to speak
