Is this a bantam or malnutrition?

This is a about a 3-4 month old chicken that belongs to my step-son.
They feed it 100% scratch!
And yes we have told them many times how horrible that is, but he is only 7yrs old and the grown-ups don't seem to get it.
Do you think this is a true bantam or just an extremly small chicken from malnutrition?
The feed bowl is only about 2.5 inches tall.

I can't say for this specific bird, but I've seen lots and lots of birds raised only on scratch, or cornmeal, etc. They've never been stunted, so I'm thinking this bird is a bantam.
 
Looks like a serama to me. They can mature to 1 lb. or so for the smaller show class ones, bigger breeders would weigh more.
