that is 100% cockerel. in the 1st pic you can see his saddle feathers very well, these are the long slender pointed feathers at the base of the tail

a cuckoo marans will have uneven barring compaired to the even barring on a barred rock

Alright - although I really WANT this to be a PR - simply so that it's a hen and not a rooster - I am realizing I may need to admit that it's not - and it's a male

I did get more pictures this morning - and WOW I see a huge difference in the comb (which makes me think it's a boy)... But I also got another picture where it looks like there sort of are "stripes" of color BUT only across her/his shoulders - no where else.
