Is this a Blue or Splash?

My Pet Bantam Rooster. Would you call this a Blue or Splash? Just curious. Thank You.

Thank you for such quick replies! This roo was in with a black silkie hen and this hatched two weeks ago.
I cannot wait to see this little one as it developes. I like the color but it only has 4 toes.
