he might have been mistaken, I'd call him and let him know your concerns about gender.

It’s not just that the conditio of them isn’t good and this rooster looks totally different from the bird I asked them to deliver! I’m sure they have a sent an older hen and a young rooster

well, it's hard to say until we see the side of the tail, a side shot

If it’s a leghorn it’s could totally be a hen. My white leghorn hen has a huge (and very red) comb + waddles.

Check it’s saddle (the area by the tail- lower back) for long, pointed feathers, as well as its neck for the same pointed feathers. If it has these it’s probably a roo, but if the feathers are rounded it is a hen (or too young to have pointed feathers yet)

You need better photos without wire in the way. Clear shot from the side of full body. If the chicken is flighty you might need someone to hold on to it but keep hands off tail area and neck area as much as possible.

Try to get a side on photo of each of the chickens. It may take a bit of doing but it will help immensely in determining the sex.
