Is this a Cockerel

Hello All, I have 3 bared rock "pullets".

I am wondering if one is actually a Cockerel. They were hatched in May, so they are about 3 - 3.5 months old.
There has been no crowing, I actually do not know when they start.

I have attached photos and 1 video. I trust the members knowledge on this site.

p.s. if it is a Cockerel, I unfortunately must find him a home. My city does not allow roos as backyard chickens.

Thank you. She just seemed so much larger than the other 2. And lookin% at the feathers down the back,of her head made me wonder
