Is this a cream legbar?

This chick is 4 weeks old. Should be a cream legbar, and her coloring is similar, but she doesn't have any sign of a crest and she is several shades lighter than the others. She also doesn't look anything like the welsummers in the same order. You can see another chick in some of these that has an obvious crest and much darker neck/head feathers. Is she just developing slower? Out of 4, she's the only one sans crest.

She was banded as a cream legbar. How likely is it that they were wrong? I got them from Meyer hatchery. They definitely sent me at least one extra rooster, but I'm thinking it was probably 2-3 extra.
That is bizarre. I guess it could be an exceptionally hatchery-quality Legbar. The color is completely off and it lacks a crest. Here's a similarly aged production line Legbar of my own:

I guess I'm not familiar with the quality that Meyer is outputting and it could just be a super poor quality bird but again I also have non-show line Legbars they still look so much different than this bird. You'll have to update with egg color!
 
Do you have pictures of it as a baby chick? I assume it had a pink/red band not yellow?

I don't know that I have pictures of this particular chick, but I ordered 4 cream legbars, and got 4 babies tagged as cream legbars. There's nothing else she could be in the order. I got 2 lavender orpingtons, an olive egger, BBS Orpington, a barnevelder, 4 welsummers and 4 cream legbars.

Can you post a picture of your "Olive Egger?" I suspect this one is as well

Hilariously, the olive egger IS showing signs of being crested 🤣. These were about a week ago.

I only ask because she definitely does not look like a CCLB but does look like a Partridge penedesenca but they have yellow bands. Your olive egger looks right for Meyer as they use a CCLB x black copper Marans mix.
