Is this a fan?

I'm getting ready for my first hatch. I have borrowed an incubator from a local farm - it's a Little Giant. The box says "still air" and then has pictures of accessories you can buy for it, like a fan and an auto turner. Seems like the farm has bought both - the incubator came with the turner, and I see that something that looks like the fan in the picture has been installed as well.

Now, this may be nothing, but... I looked at the fan closely, and I see no propeller at all. It has red coils wrapped around the outside, and nothing in the middle. I looked it up and it seems like this is supposed to be a heater+fan combo, which is fine, except how's the fan supposed to work without a propeller? The farm gave me another incubator as well (a Hovabator Genesis), actually they gave me the Hovabator first, but they've lost the power cord and until they can find it (or I can find an alternative that fits), they gave me the LG as a backup. So anyway, the Hovabator also has a fan installed in it. I compared the two. The hovabator fan also has coils on the outside, but it does have a propeller on the inside as well.

So my question is... Is this thing in the LG a fan, and can I therefore count it as a forced air incubator? Or is it a fan missing the propeller, and therefore not a fan anymore, rendering the LG a still-air incubator? If we don't find a compatible cord and I end up using the LG, I want to know what temperature to aim for. This thing is already hard to control as it is (control buttons don't work and it runs too cool) so I want to at least be aware of all potential issues...

This is what the incubator looks like top down (with the turner inside and my auxiliary thermometer - it only reads an okay temperature because I have a heating pad underneath the incubator, otherwise it runs 4 degrees too cold):

And the fan listed as an accessory - looks the same as the one mounted on the lid, but in this picture you can't see if there's a propeller:

Here are the two of them side by side. One is missing a power cord and the other has a questionable fan, non-functional control buttons and can't keep up the temperature... This will be my first time incubating and this less-than-optimal situation is stressing me out a bit... Any help will be appreciated!

The fan should run continuously. Dampen your hand and hold it near the fan box. Or maybe put a tissue near it--a lit match--anything to help you to see if there's a breeze. If there's no life, then I guess you can treat it as a still air incubator.

Search on Amazon for a power supply for your other incubator or go to the company's website. Call them if necessary. I would imagine it's possible to obtain a cord for it--it may cost more than you want to pay, alas. Such things often do.
 
Even though mine has a fan it doesn't work very good, its pretty useless. I have a mini fan in there right now that is battery powered and I have a plug in mini fan coming.

I feel nothing, I hear nothing, I see nothing... But I've never seen, heard or felt an incubator fan before in my life, so I didn't want to assume the obvious, but maybe it is the obvious and this is not a fan :(

The company would take too long to ship a replacement. My eggs shipped yesterday and will be here soon. I ordered a universal power adapter on Amazon, will be here on Friday... So let's hope that works.
 
Did you plug it in and look up there with a flashlight?
Yeah, it's been plugged in since last night. These pictures were taken while it was "running". Except I don't see anything in the box that would run - it's literally just coils going around an empty frame...
