is this a herniated umbilical cord?

please help if you can i’ve had a bunch of chicks hatch recently and this is the only one like this. can someone tell me if this is a herniated umbilical cord? or if not, what this is?

it slowly blackened over time, and the poor chick passed this morning. :c
