Hi just wandering if this is a ISA brown or not If so hen or rooster i ask cause my silkie rooster keeps chasing and attacking this bird.

This does look like an ISA Brown hen - looks just like mine, and i've also got 2 buff orpingtons (which are fatter and lighter colored).

More redish/orange color, with penciling around the neck and mixed feathers (sometimes they look like really bad lacing) of red and white.
