That is what I read about their tails; I think the rest of the plumage molts on a more normal schedule. And that the breed and line can make a huge difference. That is the implication I get from what I have read. I have no experience with longtail breeds (other than once owning a phoenixXsilkie), so can only rely on what I have read that seem to be from reputable sources.
