Is this a prolapsed vent?

Is this a prolapsed vent? about a week and a half old silkie chick. they are still eating and drinking and running around. They are itching the area as well. Sorry for the quality of pics. I tried to get the best I could.

I'm no expert, and have had chickens only 3 years. But a prolapsed vent happens when a laying hen (over 20 weeks old generally) is trying to push an egg out and it's stuck. She pushes hard and gets sort of a hernia, when part of her vent is pushed out that should be in. So a couple week old chick could not have a prolapsed vent.

That looks like pasty butt, when their poop is drying and clogging their little vent. You need to take warm water and gently soak it and wipe it away. Wait until it's softened. All baby chicks should be checked for pasty butt, they can die from not being able to poop. Again, no expert but that's my two cents. Do a lot more reading on this site about baby chicks and how to care for them....you'll be amazed at the info that's out there!
 
Have you washed the bottom and removed the poop?? Please do. The vent are will probably be red and irritated just like bad diaper rash. If you have vetricyn- spray some on the vent area after you've cleaned the area well.
