His neck feathers will be pointed if he's a cock, if they're rounded at the tips it's a pullet.

Not at this age.
Male specific feathering comes in about 12 weeks. Looking at hackles around now isn't going to help at all...both sexes have the same feathers at this point.

It appears to be a pullet at this point. Even that young Rhode Island Red cockerels tens to be developing much larger combs and wattles than their sisters. Another picture in three weeks should seal the deal.
