He's definitely an EE cockerel. I gave away one that looked almost identical this spring. Looks like he's about 3-4 mos old to me, that would explain the lack of crowing. I'm sure he'll start soon, as well as start to grow spurs and longer tail feathers. He's just very young. The 2 pullets in the last pic look like EE's, too.

yes, a roo, see his saddle feathers coming in, near base of the tail, the pointy ones...and his coloring, rust on shoulders is an indication of roo.
And yes, he is an EE
