Is this a Rooster or Hen?

Our neighbors found this chicken/rooster roaming in their yard for the past two days. We tried to find the owners but think maybe someone just dumped it. Is it a rooster or hen? Can anyone tell by the photos?

Looks more like a rooster. I can tell by hearing better than sight with chickens once they are close to mature.
I was carrying it to see if it belonged to someone and it crowed like a roster. Other than that, it's not made a lot of noise. It faced off with all my other hens. We can't have roosters here, so I need to find out sooner or later.

Looks like aa hen to me to.
 
Do they ever crow like a roster if they are stressed? I was carrying it for about 5 minutes and it started to wiggle and then let out a crow.
We had a very old hen and she would crow. We didn’t have a rooster at the time so she wanted to take the place of a rooster. She even would try to mate withe the other hens, but as far as being stressed and crowing i’m not sure.
 
Thank you. Do I just wait to see if it happens to crow? It looks young to me. Once I caught it, it was very chill. It did start to wiggle and let out a crow, so that has me worried. We can't have rosters here.
