is this another rooster?

we ordered all hens. (from cackle hatchery) theyre around 3 and a half weeks old and one of them turned out to be a rooster. is this one also a rooster? its lighter than the others, shorter tail, and is picking fights with the others. is it possible for them to sent us that many roosters when we ordered hens?
The pictures are one of the sibling and one of the possible rooster

What breed are they? They don’t have seem to have the right leg color (yellow) for barred rocks.. but in general lighter barring indicates males.. until you get into mixes. Can’t see the comb well, but based on coloring I would vote cockerel. Also, vent sexing isn’t guaranteed, I think most hatcheries have about a 90% success rate so it’s very possible you got more than one incorrectly sexed.
