Is this bubblefoot? If so, how should it be treated? She is limping.

It is early. I would use a 2x2 gauze pad and some Neosporin on it, or a paste of Betadine and sugar, and apply a dressing of vet wrap, not too tight. Change it daily. This video shows how to apply the dressing:

Thank you. I read that you should also soak the foot in salt. Would also be good? And I suppose that the stage is too early to have to remove the scab?
 
It is very early. You can indeed soak the foot in saline, Betadine and water, or Epsom salts, but that is more helpful when softening a scab to remove it before squeezing out the plug inside in a more advanced case. Check your bedding and roosts for any sticky sharp edges or splinters. Sharp rocks around the coop can also cause these small cuts where bacteria can enter the skin.
