Hard to say, but chances are that it's a roo, because it seems as if he has green metallic tail feathers.
Oh, and I just noticed the saddle feathers coming in so yes, he looks like a male for sure!!!!
Any healthy bird that's black or dark brown will have a green sheen to their feathers and both males and females have saddles, just females are small and round.Definitely a roo to me, those feathers next to his tail that hang down are called saddles and only a rooster has them.
