Is this cockerel doing what I think he’s doing?

I have never seen this happen before. So I am curious. Over time I’ve had my hands lay eggs and hatch them and I’ve had a total of seven males hatched over time. This one in this cage is one of two I have outside of my regular flock member roosters. This is the first time I’ve seen one do this! Any thoughts?
 
This doesn't look concerning to me, it looks like he's trying to mate with the ground, probably because he doesn't have any hens

One of my cockerels did that to a hose pipe, but now he is a rooster with his own hens and doesn't do it any more.
This poor guy won’t be getting his own hens (unless someone needs a rooster?) it looks like he got his han…erm…beak on a feather from one of the ladies on the other side of the fence. It’s his muse, kinda like a playboy magazine. 🥴
