Well I was looking at another thread here on BYC awhile ago and they were talking about that, that's where I got it from so I have no links. I believe @Overo Mare was part of that conversation.

You can have a bullseye in a non-fertile egg. I've never ever heard of a fertile egg without a rooster.

You probably just have a lot of info in your brain from reading here that you jumbled it up a bit. Easy to do!

It looks fertilized but without a rooster it won't be truly fertile.
Last year I had a hen that began crowing and mating her flock mates. Some eggs I cracked looked fertile like this one. when I experimented by putting eggs from my no rooster flock in the incubator, I got no development.
