Is this fowl pox?

My buff is about 1 year old. I have 9 hens total and this one and the other buff that I have have these marks on their crow. I Thought it was peck marks because my girls are very agressive and the most agressive hens have no marks whatsoever on them. It has been like this for 2 weeks now and none of the other girls have them just the 2 buffs. This buff has it the worst. Could it be frost bite perhapse? If it were pox wouldn't it spread to the others by now? No other symptoms other than moulting and eating eachothers feathers. (They are VERY agressive) TIA
